This was what Haji Jabar Khan testified to Parliament on Monday, 26 February
2007:
1. Pada 16 hb September 1961, North Borneo telah menyertai Malaysia dan
seterusnya dipanggil State Of Sabah.
2. Sesiapa sahaja manusia yang berada di Sabah ketika itu, iaitu sebelum tarikh
16 hb September 1961, maka orang itu berhak menuntut sebagai rakyat Sabah,
Malaysia. (Mengikut Perjanjian antara Kerajaan Malaya dan British North Borneo).
3. Pada tahun 1962, Sabah memerlukan Pentadbiran Kerajaan Tempatan (Counceler)
Di semua daerah dan Residency. Maka Sabah telah mengadakan pungutan suara. Untuk
memudahkan Sabah mengadakan pungutan suara, maka semua rakyat Sabah yang berumur
12 tahun ke atas hendaklah memdapat Kad Pengenalan. Kad Pengenalan pada ketika
itu ialah bernombor hanya Enam (6) angka, contohnya 370221. Dengan menggunkan
sijil akuan (surat sumpah) atau Late Registration yang disahkan oleh Resident,
District Officer, Assistan District Officer, District Chief, Native Chief, Ketua
Kampung, Kapitan Cina, Imam, Padri, Pastor SDA dan SIB. Oleh kerana ketika itu
terlalu kurang orang-orang yang ada J.P. dan Peguam.
4. Pada tahun 1986, lahir sebuah MISTERI PENGANUGERAHAN KAD PENGENALAN BIRU DARI
PETALING JAYA, Ibu Pejabat JPN dahulu telah dibawa kesebuat rumah di Kampung
Pandan, Kuala Lumpur. Kad Pengenalan tersebut tiada bertuan dan Cap Jari Kiri
dan Kanan, contohnya H 0558307 dan H 0853664. Juga tertera Nama, Alamat, Tarikh
Lahir, dan Sijil Akuan, Kebanyakan Kad Pengalan tersebut, 95% menggunakan nama
Melayu (Islam), Kad Pengalan ini berjumlah lebih kurang 300,000 keping.
Orang-orang yang bertanggungjawab di atas perbuatan ini adalah tiga orang
bersama-sama kakitangan mereka. (TOPGUN).
5. Pada penghujung tahun 1986, Kad Pengenalan tidak bertuan tersebut di export
(di bawa masuk) ke Sabah dan disambut oleh 13 orang, pengedar dan pembetulnya
kepada orang orang yang memelukan Kad Pengelan Biru. Orang orang
membahagi-bahagi projek IC ini telah menyalahgunakan kuasa, mereka telah menjual
anatara RM300 hingga RM30,000 bagi sekeping Kad Pengenaln tersebut dan
kebanyakan di antar mereka telah menjadi kaya raya. Inilah yang dipanggil “IC
PROJECT”.
6. Pada tahun 1991, UMNO mengembangkan sayapnya ke SABAH. Saya, JABAR, telah
dilantik sebagai pegawai tugas-tugas khas UMNO. Ketika itu kami telah menubuhkan
jawatankuasa pengungi luar yang dipanggil “TASK FORCE”.
Anggota “Task Force” adalah seperti berikut:
Pengerusi : Musa Aman - Bendahari UMNO
Timbalan Pengerusi : Yahya Hussin - Ketua Bahagian Tanjung Aru
Setiausaha : Jabar Khan - Pegawai tugas-tugas khas
Bendahari : Malik Chua - Gamulah
AJK:
6.1 Hj Samson : Tawau Recidency
6.2 Datu Ailuddin : Kudat Recidency
6.3 Saifudin @ Sabu : Utara Atas
6.4 Wan Yahya : Pantai Barat
6.5 Mausan Damba : Pantai Barat
6.6 Dzulkifli : Sandakan Recidency
6.7 Sham Aminudin : Pendalaman Bawah

7. Kami telah mendaftar pengundi serami 82,000 orang di 30 buah kawasan dewan

7.30 Marotai - 3000 orang pengundi
8. Pengundi-pengundi yang telah didaftarkan ini didapati menggunkan kad
pengenalan biru, “Report Kehilangan” dan Report kerosakan.
9. Pada Jun 1996, say ditahan dibawah ISA atas tuduhan memudaratkan keselamatan
Negara Malaysia. Saya dibebaskan December 1999 dengan syarat R.R. 2000-2002.
10. Kesan-kesan saya di tahan :
10.1 keluarga saya turut menerima penderitaan sama
10.2 Anak-anak saya terhalang melanjutkan pelajaran ke pusat IPT
10.3 Saya kehilangan jawatan pengerusi SAFMA
10.4 Perniagaan saya tergendala hingga saya dihukum MUFLIS
10.5 Semua Support Document, Arahan dari atasan untuk melakuan kerja-kerja
tersebut telah dirampas oleh pihak SB Polis yang menangkap saya termasuk
barang-barang peribadi berjenama seperti Pen Dunhill
11. Pecahan suku-suku kaum yang mendapat kemudahan Kad Pengenalan Biru tersebut
dalam kiraan 400,000 keping, adalah seperti berikut:
11.1 Indonesian Islam - 35%
11.2 Philipine Islam - 35%
11.3 Cina Bukan Islam - 10%
11.4 India Islam - 5%
11.5 Pakistan Islam - 5%
11.6 Murut Kalimantan Bukan Islam - 5%
11.7 Lundayoh Kalimantan - 3%
11.8 Timor Indonesia - 2%
12. Kesan-kesan daripada orang-orang ini adalah seperti berikut:
12.1 Kebanyakan dari mereka telah merebut peluang-peluang rakyat Malaysia tulen.
12.2 Peluang pekerjaan, perniagaan, kemudahan-kemudahan awam seperti hospital,
pelajaran, pinjaman dan lain-lain.
